In a Nutshell…
Nik HDR Efex Pro’s control points let you apply specific adjustments to a small region of your image. They do this by letting you define a circular area within which the software will identify similar tones and colors to apply the adjustments to.
If you make that circle too big, the application may have a hard time figuring out which pixels it should select.
The trick is to apply a number of smaller control points to the area to confine the effect exactly to where you want to have it.
